Obituary for Franklin L. Huggins, Jr.

Franklin L. Huggins Jr, known to most as “Daddy Frank,” went home to be with the Lord and reunited with his late wife Evelyn, on Saturday, March 4th in Asheville, surrounded by his family.

Frank resided in Mills Home, a Baptist Children’s Home of NC in Thomasville, North Carolina until he was 18 years old. From there he joined the United States Army, serving from 1955 to 1957, serving in the 15th Antiaircraft Artillery AW Battalion, stationed in South Korea. After being Honorably Discharged, Frank began his career with the North Carolina State Highway Patrol as a Telecommunicator. He served 39 faithful years to the NCSHP and the citizens of this state from 1957 to 1996, rising to become Troop G Communications Supervisor where he oversaw communication operations for 18 counties in WNC. He was also a member of the Association of Public-Safety Communications Officials, or APCO. Frank served in the North Carolina Chapter, becoming President of the North Carolina Chapter from 1975 to 1976, as well as served as the National President for the organization from 1993 to 1994. In this role, Frank aided in numerous technological, legislative, and educational improvements to how public-safety communication operations are handled, even to this day. During this time, he traveled the US and world, sharing a wealth of knowledge to other cities and countries with one goal in mind, to better serve the public.

Frank was married to Evelyn for 62 years, and is survived by his son, Franklin Huggins III; daughter, Meg Huggins; grandsons, Matthew Huggins and Shannon Swann; great grandchildren, Grayson, Kyle, Aiden, Harper, and Asher Huggins; and sister, Louise McClure.

One of Frank’s core and most important values was service above self. Aside from his career and APCO, Frank continued to give back to his community through selfless service. He served as an Elder and founding member of Swannanoa Valley Presbyterian Church for over 40 years, he drove countless buses all over the country for school trips, both for his grandson’s school and the NC School for the Deaf. Frank taught Law Enforcement Communications at AB Technical Community College, and even drove for an ambulance service in his early days with the NCSHP.

A celebration of life service will be held on Saturday, March 11th, at 2pm. It will be held at Valley Hope Church in Swannanoa.
